SF 296 – Medicaid Expansion

SF 393 – Critical Congenital Heart Disease Screening

 

FLOOR ACTION: 

SF 296, as amended on the floor, expands Medicaid eligibility to adults aged 19 to 64 with incomes below 138 percent of the Federal Poverty Level, and to youth up to age 26 that were previously in the foster care program. The bill creates a legislative advisory committee to oversee the planning and implementation of a state innovation grant that will establish accountable care organizations for service provision to Medicaid participants. The bill creates a legislative commission to review the development and implementation of integrated care models statewide, including Medicaid providers. The bill also directs the Department of Human Services to make medical homes available to all Medicaid participants, to the extent feasible, by January 1, 2015; and requires reauthorization of Medicaid for the expansion population if the federal government reduces its share of funding through FY20. SF 393, as amended on the floor, requires that each newborn in Iowa receive critical congenital heart disease screening by pulse oximetry or other means as determined by rule in conjunction with the metabolic screening currently required. The bill provides exemption for parental objection and requires test reporting to the Department of Public Health (DPH) contingent upon the provision of sufficient funding. The bill directs that critical congenital heart disease screening be added to the state’s newborn screening panel. [3/25: 49-0 (Zaun excused)]
