SF 94 – Allow yard waste disposal in landfills with a methane collection system
SSB 1119 – Allow snowmobile trails to cross bridges and underpasses on interstate or freeway
COMMITTEE ACTION:
SF 94 would allow a sanitary landfill that uses a methane collection system to produce energy to deposit yard waste in the landfill. The addition of yard waste to the landfill would aid methane production, allowing the collection system to generate more energy for sale to public utilities. Currently, land disposal of yard waste is prohibited, with the following exceptions: when the yard waste is separated from all other materials; in the event of a severe storm resulting in a presidential or governor’s disaster declaration; or as part of a program to control, eradicate or prevent the spread of insect pests, tree and plant diseases, or invasive plant species. SSB 1119 would allow a snowmobile rider to use a bridge or an underpass associated with an interstate or freeway where a designated trail crosses the road. The rider would need to come to a full and complete stop before entering the right of way and must yield to any vehicle on the roadway. This method of crossing when a trail intersects a road is allowed in other situations involving the primary and secondary road system. The snowmobile will not be allowed to use the right of way that is associated with the roadway of the interstate or freeway, just the bridge or underpass that intersects. [2/10: short form]
