SSB 3074 – FY16 Supplemental Appropriations
COMMITTEE ACTION:
SSB 3074 provides for supplemental appropriations in FY16 (July 1, 2015 – June 30, 2016):
- HEALTH & HUMAN SERVICES – $80 million for Medicaid. Funds do not revert and may be used in FY17. The division is effective upon enactment.
- DEPARTMENT OF CORRECTIONS – $1.9 million for general administration. Priority in allocating the funds will be for the operation of the Mount Pleasant and Clarinda correctional facilities. Funds do not revert and may be used in FY17. The division is effective upon enactment.
- DEPARTMENT OF INSPECTIONS & APPEALS – $3 million to the State Public Defender of the Department of Inspections & Appeals for payments from the Indigent Defense Fund. Funds do not revert and may be used in FY17. The division is effective upon enactment.
- DEPARTMENT OF ADMINISTRATIVE SERVICES – $610,039 for payment of utility costs. Funds do not revert and may be used in FY17. The division is effective upon enactment.
- REBUILD IOWA INFRASTRUCTURE FUND — One-time appropriation of $30 million from the General Fund’s FY16 ending balance. Funds do not revert and take effect upon enactment. Beginning FY18 (July 1, 2017) and succeeding fiscal years, the first $30 million of the General Fund’s ending balance is transferred to RIIF. Funds do not revert.
- GAMBLING REVENUES – $25 million. Beginning in FY17 (July 1, 2016) and for each succeeding fiscal year, the first $25 million remaining after payments are deducted from appropriations made to RIIF for revenue bond debt service, revenue bond federal subsidy holdback, the Vision Iowa Fund, and The Iowa Skilled Worker & Job Creation Fund will be deposited in the General Fund.
