COMMITTEE ACTION:
SSB 3003 makes updates and enhancements to the Drug Prescription Monitoring Program administered by the Board of Pharmacy. The bill allows the Board of Pharmacy to implement improvements to facilitate secure access to the program’s information. It also authorizes the release of data for statistical, public research, public policy or educational purposes if all personal identifying information has first been removed. [2/3: short form]
SSB 3004 makes changes to the controlled substance schedule. As amended, the bill adds 10 synthetic cathionones and eight synthetic cannabinoids and acetyl fetanyl to the list of substances classified as Schedule I controlled substances. The Board of Pharmacy has determined that these substances should be classified as Schedule I controlled substances because of the high potential for abuse and no accepted medical use. SF 2046 clarifies the use of an appropriation made in the 2015 Health & Human Services appropriation bill (SF 505). SF 505 appropriated $750,000 to provide a 20 percent increase in provider rates for supported employment. The Department of Human Services said the language was not clear and they used the $750,000 for general Medicaid funding. This bill clarifies the intent to provide the increase retroactively to January 1, 2016, and to remain in place for the fiscal year beginning July 1, 2016. [2/3: short form]
