FLOOR ACTION:
SF 2180 adds four members of the Legislature as ex-officio (non-voting) members to the Watershed Resources Coordinating Council. The council is made up of federal and state agencies and representatives from state universities. It is designed to promote an integrated approach to water management programs.

SF 2181 is proposed by the Department of Natural Resources (DNR) to remove outdated provisions and requirements for the department and businesses under the DNR’s Household Hazardous Waste program. The bill removes provisions to reflect the transition from single-event toxic clean-up days to a more permanent system represented by the Regional Collection Centers; removes from the Code program requirements that have been completed; reduces requirements for businesses by eliminating the need for them to provide pamphlets for customers on Household Hazardous Waste; combines two required reports on Household Hazardous Waste revenues and expenditures into a single report; and updates language to what is now commonly used in the Regional Collection Center program.

COMMITTEE ACTION:
SF 2286 would require a stand or blind used for hunting on public ground to display a metal tag or plate clearly identifing the owner.

SF 2290 would require the Department of Agriculture (IDALS) to allow those impacted by pesticide and herbicide overspray incidents and application errors to report the complaint by e-mail or an electronic form. The bill also requires IDALS to coordinate with the State Hygienic Lab at the University of Iowa to test samples collected as part of an investigation into a complaint. Testing is currently conducted by IDALS at their laboratory facilities, but producers have concerns about the length of time for getting results. The State Hygienic Lab currently does testing for two other states and reports quicker timelines for returning results to producers.
